Baltimore - City of Promise: Foreigners

This is an image I found in a Baltimore city school textbook (written by students) from 1953 called Baltimore: City of Promise. (I was surprised to find that the city, at one time, published its own textbooks to teach children local history. I'll be posting more images from the book in the upcoming weeks.)

I bet the Chief is thinking, "Oh no. Here come undocumenteds to take our jobs and steal our women."
